Iv heard its illegal but i know people are doing it anyway... i shorted my headlight out so i was just gunna switch to fogs and do a custom sleepy eye kit.
what fogs r u guys using? i plan on going to a store and buying them tonight so let me know.

They don't put out enough light at all.
If your headlights are shorted, there are more issues with your wiring you should fix first.

ya but im using this car as my daily right now till i can get my other car registed. i was trying to do something short term. my wiring got fucked in the rain so i dont know what to do.

... you could just setup a relay, switch, and hard wire setup for your existing headlights.
It's important enough that I'd do the diagram for you, if you really didn't get how to do it. Keep you headlights, fogs blow.

Ok, here's a quick & dirty headlight setup.
You'll need:
- A 12V relay, SPST (single poll, single throw) works fine. Most are rated for 30amps, 30amps x 12V = way more than your headlights can pull. If it has a "diode" across the coil, you may have to reverse pins "85" and "86" to troubleshoot it not "clicking" when you flip your new switch.

- A 12V switch - this one's got 3 pins, because it's illuminated.

- Some "primary wire" - 18/16/14 ga should all be fine.

- Ring terminals for power and ground (x) - make sure they're >= your wire size

- Female spade terminals for relay (x4) - make sure they're >= wire size

As far as tools, the only one you really need is diagonal cutters (dikes):

These can cut the wire, strip the wire, and kind of crimp your connectors.
Put the relay close to the battery/headlights, and put the switch in the car.
O- means ring terminal, =- means female spade terminal, --- means wire.
(Battery +12V) O- --- -= (switch "pwr", "12v", etc)
(Battery +12V) O- --- -= (relay "87")
(switch "acc"/other pin) =- --- -= (relay "86")
(relay "85") =- --- -O (chassis ground, find a screw/bolt, sand/file the chassis down to bare metal underneath, put the terminal in there)
(relay "30) =- ---- (just splice into headlight +12v)
When the switch "energizes" the coil in the relay, it'll complete the "battery +12v" to "headlight +12v" circuit, turning your headlights on. This whole system works independently of the car, so you'll need the headlights to actually be up, the bulbs to be good, and the grounds to be good. If the grounds aren't good, just use your ring terminals and find good chassis grounds.
That'll get ya up and running, and probably give ya a good DC electronics education too.

K i did mine today. the only way i can get the light high enough is to raise the eye lid more. it doesnt look that sleepy...

My lights on the s13 are normal, I just did the "cut brown wire" sleepy mod for when the lights aren't on. For the "perma-sleepy" look, aka sleepy with lights on, I'd use Hella 50mm 'driving lamp' projectors (about $250 for a pair), but oh-so-nice.
