Wow, no one knows this shit.
The outer bulb is a high/low dual filament, 9003 (HB4).
The inner bulb is a high beam only, single filament, 9005.
Your owner's manual would have told you all that same thing.

well what should come on with the driving lights (bumper signals?) with head lights and with high beams
for instance do the daytime/running lights use the headlamp outer, just the corners, either the front or side bumper signals?
what about the second position for headlights which all light up ?
reason i ask is i see something different all the time and i know mine are not correct

With parking lights on, the headlights are off, period.
The Canadian cars with DRLs run the inner high beams only, at 60% or so voltage. When the headlights are turned on, they work as normal.

is there a switch for the foglights that my car doesn't have since i dont have fog lights?
the parking lights are just the tails and the side bumper signals.
headlights are the corners and the outter bulb.
high beams are corners, outter with the high dual filament and the inner bulb and
the turn signals are the front bumper and corner lights
is that correct

The SE cars have a switch incorporated into the light stalk.
1st position - Corner lights, sidemarkers, tails.
2nd position - Headlights.
The turn signals only illuminate when the switch/hazards are on, they're not dual filament like S13s that also serve parking function.
