spray carb cleaner around the vacuum lines and see if there is a change in idle anywhere.

it could be the coolant temp sensor. thats whats causing mine to do it.

there is no vacuum leak i just started trouble shooting and did a tune-up
oil change
cleand air filter
new fuel filter change
new spark plugs
new plug wires
im idleing pretty low around 6oorpm does this sound right??? also when i pulled my spark plug in the second cylinder there was alot of oil on it i mean it was dripping???? i figured there is noway thats right but the strange thing is is that its not smoking and not only that but now i have figured that its not stalling under brakibng as much as it just doesnt really wanna start/idle????

You've taken the right steps in trying to resolve your stalling problems and you are correct in your assesment of your idle being too low....it should be around 700-750 RPM while in neutral.
In order to adjust your idle, you'll need to get your hands on a Factory Service Manual. It lists the location of your Throttle Body subharness that you'll have to disconnect prior to adjusting your idle. Once the subharness is disconnected, only then can you adjust your idle to the proper RPM. Not following the proper procedures listed in the FSM will only cause you either to idle too low or run too rich...neither of which is good to the health of your car & to your sanity. Trust me on this....
As for your #2 spark plug covered with oil, check the attached link on how to read your spark plug.
http://www.centuryperformance.com/spark2.asp
Chances are your dirty sparkplug is due to a bad valve cover gasket. On KA24DE motors there are TWO valve cover gaskets. The big round rectangular one that covers the outer portion of the valve cover AND the inner four circular ring one that covers the portion where the spark plugs go into the engine. Once you pull the valve cover off & flip it over you'll understand. Your Factory Service Manual shows the proper procedure in which to remove & replace your valve cover. It's a good idea to get your hands on one.
Other things which you may consider is putting your ECU into Diagnostic Mode & see if any trouble codes are stored in the ECU memory. Those will usually tell you if any other components have gone bad, such as your Engine Coolant Temperature Sensor, Mass Air Flow Sensor and or Oxygen Sensor. Usually these items can cause your car to stall.
And finally, check your engine block grounds. An electrical short in any of the ground wires running from the firewall to the engine block especially on the left rear portion of your engine block directly above the oxygen sensor area can cause your car to stall. There are several ground wires that are connected to the engine block at this location. Check to make sure that the wires are not stiff & brittle and are making a good connection to the ground grommet. If any of these wires are stiff & brittle then you could have an electrical short in the wires causing an intermittent stall. Cut a little portion of the wires off & create a new grounding point by soldering the wires to a new ground grommet.
Anyhow, sorry for the long reply but I do hope the information comes in handy.

Does it only happen under braking, or anytime you take your foot off the gas? I had a similar problem where the car would die at stop signs, tool booths, etc. The problem was a clogged IACV valve, so no air would get into the engine when idling. This could also affect the idle speed.
After a lot of troubleshooting, ended up being a quick fix. I was able to fix it by cleaning it out with seafoam sucked into the vaccuum line to the valve.

IACV=IDLE AIR CONTROL VALVE
this allows air into the intake mani while the throttle body is closed (on KA and SR engines alike, the throttle body (or TB) butterfly valve is fully shut; enter the IACV!
while you're fucking around with your gaskets and what not, perform a compression test too. see how healthy your 16 year old engine really is.

When you let off the throttle, the throttle body closes up completely so no air gets in the engine that way. The IACV (Idle air control valve) open up at that point to let air into the engine so it can idle. It seems a pretty common problem in higher mileage cars (had this happen to both my 240sx and my ford explorer) that this valves gets gunked up and doesn't switch properly.
You can probably clean it out with seafoam. Its available in most auto stores. When I had the problem, I just pulled off the vacuum tube that goes into the valve and let it suck in some of the seafoam. seemed to work like magic.
