$199 seems a little cheap, plus it's ebay so if that's a risk you're willing to take then go for it.

Does it say who makes the lights that you're getting with the kit? I know ixfxi does custom light conversions and his cost way more than this, but I've seen them in person and it's very good work. I personally would say that in most cases you get what you pay for and if it sounds too good to be true it probably is.

Yeah, be sure to take some pics. I think they look ok. Personal preference...
I've stopped doing mods based on what others may might think/say about it (to a degree).
I think they'll look good/ok depending on the car as a whole.

they're just some cold cathode bulbs... and its a kit u have to install... cold cathodes can be ordered in any shape you want. Those round ones u can even get at microcenter - lol. either way, i dont like it - and for 200 bucks you can prolly find something cooler to spend $ on.
either way - you better get the nice covers from supermade/final konnexion or whatever - because putting the stock glass back on is gonna be gay.

http://www.danielsternlighting.com/tech/bulbs/blue/bad/bad.html
You are absolutely correct. The USDOT itself does not approve or disapprove any equipment. Instead, the USDOT issues a series if specifications for equipment safety. The manufacturer self-certifies and can claim DOT compliant equipment.
Nonetheless, each state has its own vehicle safety inspection administered by the state police in conjunction with the state's own DOT. Usually the laws require headlights to be "DOT approved" where "DOT" refers to the state's DOT, and the state's DOT would defer to USDOT specs, i.e. must have "DOT" or "SAE" printed on the lens.
Some states even require "USDOT approved" equipment as codified by law. Based on this wording, these laws are impossible to comply with for the very reason stated above.
Good catch.

RoidMonkey, enjoy your lights. MY OPINION is that they still look like crap. It was a neat look when BMW did it from the factory. Since then everyone has added them to damn near every other set of lights out there it seems. If you like it, then do it.
Snappy, you never specified "square trim rings". This whole thread has been dedicated to ROUND trim rings. Good job trying to insult my intelligence though.
sillyvia, yeah you're just silly. This isn't about projector lights, there is nothing wrong with that. We're talking about TRIM RINGS. Putting small round trim rings in front of large rectangular lights, is stupid. Again, snappy didn't specify "square trim rings". Although that would still look like crap IMO.

They look cool sitting on the table... they definitely look better than
the standard 3way projectors, but how do they look on a well styled
car? I guess people have different styles and tastes. I want to see them
on a clean setup. Then I can make a better judgment for myself.
If you like'em... you like'em. We are all entitled to our own ideas!
That "fluorescent" shit scares me though. What do u do when that breaks!
??? It should just use a small pair of LED's in the ring instead. They don't need to be blinding. Then they'll just look obnoxious.

Aren't S13 headlights illegal in the first place because they sit too low for U.S. requirements?
But angel-eyes are one of those things that are only cool in Japan, like altezza tails, because over here it doesn't matter if you get them off Ebay or from some baller company, people will still call you a ricer.
But if you don't mind then go for it, I'm not trying to tell you not to, because I personally don't care what others say, I plan to get altezza tails haha.

Mm.. I think technically they'd be illegal for not passing a DOT inspection, rather than for lacking the "approval" label, which as far as I know merely states that it conforms to DOT standards.
But I guess it's possible that in some places the label is necessary anyways?

How do the lights themselves look, build quality wise.
Compare them and let us know. Do they rattle,
have flaky looking reflectors, bad seals, is the plastic thin
and "chintsey!" (if thats the word) The rest looks decent but what
about the assemblies themselves.

Omg yall are getting ripped off... These can be home made for less than 20 bucks using plexiglass, a torch, and simple house hold items. The kits being sold are nothing like the true angel eyes used on beamers.
Simple buy a plexi rod, heat it up so it forms more easily, take a razor or knife and cut 3/4 deep every 1 inch all around and back it with some led's. Thats a very crude method but you get the basic idea. If you want a more detailed "how to" on how to make them the google or search yahoo. Simply saying you'll save a fuck load of money once you guys realize how easy and inexpensive these are to make.
