Local suspension shops. I know of a few here in Socal but none where you are at.
try shops that do a lot of high end motorsports works, IE in your neck of the woods a motorcross shop dealing with dirtbikes and fourwheelers

are they manufactured the same as SILK ROAD coils? if so could the rebuild kits be the same?

no probably not
kei office is out of business
get new coilovers that actually have support.
for the price of most rebuild kits, especially from a place like silk road, you can just buy a new set of coilovers.

They are out of business, I also know that Silkroad doesn't rebuild from personal experience they would probably replace that one coilover but in the end it cost like a million dollars. Get STANCE, or KTS by SPL they back up their products.
kei office is gone just get some coilovers that have support and that can be easily rebuilt.
