Smoke from exhaust (not turbo)

Hi guys i've been working on rebuilding this T25 turbo and finally got it back in hoping that it would stop the smoking problem the car was having.
What happens: Car drives, boosts, accelerates fine without smoke. Once at a stop white with blue tint smoke comes from the exhaust.
Turbo has been rebuilt, there isn't as much smoke coming as before, but it will still get attention from cops/ other law enforcement.
I still haven't installed a BOV on the charge pipe, it is surging when under boost. Today I drove it without hitting boost and there was still smoke.
Can anyone give some suggestions on what it could be?
Cliff notes: SR20DET throws smoke at idle out of exhaust, turbo has been rebuilt but smoke still comes from exhaust, any suggestions on what it could be?

could be o rings. since its blue smoke im sure it smells like oil. so i would think maybe your rings could be bad.

piston rings...might want to compression check that SR of yours

leak down test might be better in this case to test the rings

compression test before you take ne more suggestions

worn valve guides, seats, piston rings, or even knowing that the turbo has recently been reb uilt there is still that slight possiblity of a deffective rebuild kit, im sure we have all seen weirder things in our day. i would try a compression test first.
