You can just use a proxy, or IP spoofer, or various other applications, if you really want to register again anyways. There's always ways around things. Heh. Welcome to the internetz. Most ISP's use dynamic IP settings anyways, so your IP changes every week or two. You have to pay extra to get a static IP.
