Put new fuel pump in , fixed the vacuum leaks, and it's still not getting all it's torque !

If the motor is running fine and no check engine light, I would check the timing as skylinedrftr suggested. Why did you replace the fuel pump? Did the car have this problem prior to replacing the fuel pump? Did you replace the sock on the fuel pump, as well?

Post that dyno graph.... You might need a tune up.
