First off, is anybody running Tein HA's with 7.5" +35 rims on an S13?  Or any other coilovers with wide tires for that matter.
I don't want to have to run spacers when I switch to coilovers.
And if clearance does become an issue, can the shock body be angled inboard using camber plates and the wheel angled outboard with eccentric camber bolts to compensate the negative camber from the plates, while creating more clearance between the coilover and rim?

i have Tein Flex with 17x8 rims with a +35 offset 215/40/17 front 215/45/17 back, no strut rim clearance problems, on problems i encountered were, when i had 215/45/17 up front, it rubbed the inner fenderwells like crazy. now there's no problems, though i still had to gut out all the inner fenderwell linning. when i had my JIC's i had 18" rims with a +40 offset and had no clearance problems either.
hope this answers your question.

I'm running 16x7.5" rims at +32mm offset with 225/50 tires. With Cusco Zero 2's, the front tires will rub the coilovers unless, like you said, you tilt the shock over using camber correction bolts on the shock and then correct for camber with the upper pillow ball mounts. The Cusco Zero 2's came stock with the shock camber correction bolts so no problems there.  I have about 3/16" clearance.
