You check rep by clicking on User CP.

You give/take rep by clicking on the little weight the users name.

up top, click UserCP to check 'em

To give, click the icon under their username http://www.zilvia.net/f/images/buttons/reputation.gif

When you give someone rep, you give them rep equal to your rep power, when you take it away, you take away 1/2 of what you have.
