Are the skirts white naturally or are they primered?
Clean, light sand/scuff, clean, primer, paint, wet sand, paint, clear
dont forget to sand after primer just in case

this all depends what you are going to paint it with and the condition of the side skirts.
if any of paint is down to the plastic. you might have some problems with the paint sticking without flaking off later on.
if spraying with spraypaint...
-clean
-sand with 400 [not too much.. just enough to scratch up the surface]
-primer
-sand with 400 again
-paint with spray paint
-sand with 800
-spraypaint clearcoat
-sand with 1000
-buff with rubbing compound
real painting:
-clean
-scuff surface
-solvent clean
-static clean
-spray primer
-sand with 320/400
-clean
-solvent clean
-paint [2-3 coats of base or until it covers]
-clear [usually 2-3 coats]
leave as is or colorsand and buff.
DONE.

You're going to rattle can part of your car.... it's ghey no matter how many of the above steps you take.. it won't last and will look like shit.. take them and get them sprayed for like $100.
