I do not know how to get the PS to pivot so I can take the belt off and replace it with a new not squealing like a little bitch belt.

There is the little lock nut right below the pulley that needs to be loosened, then the nut that is attatched to the long pivot bolt that is supposed to lower the pulley when you tighten/loosen it. Its not pivoting, WTF am I doing wrong.

make sure to loosen both bolts (nuts) 12mm iirc. (literally did it 5mins ago)
ha try doing the a/c one. that's a bitch especially if not under the car.

There is the long pivot bolt, the adjuster bolt that moves the pump, and there is a lock bolt on the bracket that the adjuster bolt goes to. If the pivot bolt and lock bolt are both loose then pry on it with something because sometimes they just get stuck.

There are actually three bolts involved. You found the lock bolt and adjusting bolt, but there is still the "pivot" bolt. Figure out the point where the pulley assembly is supposed to pivot at and there is a bolt there. If the bolt is too tight, it'll prevent the assembly from pivoting. Try loosening it a little and then you should be able to do your adjustments. Not sure what those pivot bolts are supposed to be torqued to...
