its next to the windshield
and above the mirrors
that black plastic.

its like where the window is.
not the black garnish?
but that curved one that runs around the window
and in the picture he actually painted it blue all the way up to his sunroof

i believe you are talking about the "a" pillar (the blue part between the windshield and the driver/pass window). that is painted like any other part of the car. you just strip away the window molding and prep the metal. usually people paint their roofs black on hatches because there is nice hard line break between the roof and the body (and it looks better imo).

the next vertical bar between the front and back side glass is the "b" pillar. the rear side glass and the rear windshield is divided by the "c" pillar.

To answer your OG question...it's painted with paint. The same paint and process you use on the the rest of the car.
