The lights on my car will dim in and out from time to time. Headlights, cluster lights, etc.

This only happens when I have all the lights on.
It happens regardless when I'm driving, or if I'm stopped. So I doubt its my alternator.

I think its my grounds? Any suggestions? What would the best way to improve the grounds?

Regulator on the ALT is dying.

Replicate the situation with a volt meter on the alt.

Sounds like your alternator is starting to go, but before you start with the most expensive thing, start with the easiest first!

Clean up all contacts on your grounds, and make sure the ground wires arn't frayed/falling apart. Just take some sandpaper and clean up the ground wire contacts, and the surface they bolt on to. <--thats something that should be done anyway, preventative maintenence is always a good thing :)

If that doesn't do the trick, I am almost certain it is your alternator, like the guy said above.
