Originally Went to Cold Side IC Piping but my new IC piping has no nipple for it, can i just block it off or no?

Isnt that for the brake booster line?? Or if it hooked up to the coldside intercooler piping it should be for the iacv/aac valves.

there are two vac lines under the greddy intake mani, (on S-14's) i had this issue before and some guys here helped me out, its plugged and i have also seen others have it plugged, one of them goes to the evap charcoal canister. if yours was taken out then plug it.

You could plug it if you dont want your car to idle! Thats the iacv and it allows your car to idle! so dont plug it

Or you could plug it, and use the set screw on the throttle body in order to control idle.

correction it helps the car IDLE.

Ive elimnated this piece of shit device on a couple of my previous engines and setups on the old car. Im thinking about doing it again on my greddy IM I just need to make a plate of steel that will cover the open hole in the IM when its not there.

You can use an EMS tune or even a AFC / E manage to adjust a little for this, or just make sure base FP is right and Adjust the Idle screw on the Throttle body until the car Idles where you want and doesnt drop off too hard on pop off throttle.

THE IACV is useful, but if you want to eliminate it cold starts and some idle conditions will be more raw and untamed.
