S13 SR Cranks but wont start

I am getting fuel coming out the filter, I checked the coil packs and plugs and am getting spark, and there is suction in the filter. I got a prewired harness from someone on the forums and said it worked on his car before he pulled it. I am completely stumped, you can smell fuel coming out the exhaust, I got spark and air but just not catching at all or starting. Please help I leave in 2 days for Iraq and I want to get it started before I leave.

sounds like the motor is out of time. check it then make sure you get all of the fuel out of the cylinders. pull the fuel pump fuse and make sure you ar getting spark.
