So I've been talking to my GF's bro who owns a smog shop and he says that the government has passed a bill (or is going to pass the bill) by the end of 2008 changing the laws so that older cars need to be smogged yearly instead of biyearly. He also says that they are getting new equipment by the end of the year and it will make it a lot harder to pass cars.
At this point I would consider these rumors since I don't know for sure what he's saying is true (search on the internet failed me). So if anyone has more info, please share them along with any links.

This is only for vehicles 15 years and older......We have to do that crap here in Nevada!
Legislation (A.B. 616) to require annual Smog check inspections for vehicles 15-years old and older has been approved by the California Assembly and has been sent to the Senate for consideration. The bill would also require that funds generated through the additional inspection fees be deposited into an account which can be used to scrap older cars. You may recall that in 2004 a new law was enacted in California to require the lifetime testing of all 1976 and newer model-year vehicles. Pre-1976 motor vehicles would remain exempt under A.B. 616. The bill has been now referred to the Senate Transportation Committee.
We Urge You to Contact Members of the Senate Transportation Committee (List Below) Immediately to Oppose A.B. 616
* A.B. 616 ignores the minimal impact vintage cars have on air quality.
* A.B. 616 could entice vintage car owners into allowing these vehicles to be scrapped.
* A.B. 616 ignores the fact that vehicles 15-years old and older still constitute a small portion of the overall vehicle population and are a poor source from which to look for emissions reduction.
* A.B. 616 ignores the fact that classic vehicles are overwhelmingly well-maintained and infrequently driven.
* A.B. 616 would increase costs by creating an annual inspection fee for owners of these vehicles.
* A.B. 616 represents another attempt by California legislators and regulators to scapegoat older cars.

Actually they should go down because Smog places will start to pop up like a Starbucks on every corner! The more the competition the better deals you can find. I pay $60 for my hookup and I don't even have to bring my car in, I just pick up the smog cert.
BTW this is a SEMA-opposed legislation which means that SEMA will use all of their contacts to try and get this turned over, which they have successfully done in other states with restrictions concerning vehicles.

track events = bringing your car on a tow truck. AAA Plus gives you 5 free tows a year up to 50 miles :)

So far this only applies to 1992 and below vehicles, how come I haven't heard anyone say anything about it though? Or will it start in 2008 with 1993 and below vehicles?

All of us will be affected sooner or later, , even those guys who own 350Z's will be affected sooner or later.

I believe the California Senate has to approve this bill so it isn't in effect until they vote on it.
I'm not into politics so I don't know how it works but the bill isn't in effect until it's approved.

the "New Equipment" is a evap leak check for Cali enhance smog. what that does is check your gas tank system to see that it is not venting to open atmosphier. if you leak you fail, and it also checks the function of the purge canister. there are just trying to control HC emision. smog blows but thank god ima smog tech.

They aren't forcing anyone to scrap their cars, they are forcing everyone that wants to keep their 15+ year old cars registered and legal to drive on the streets to pay up every single year.

How many older cars do they need to scrap each year? Do they really need that much money and if they don't use all of it towards scraping cars I hope they put the money to good use. I did a little research and found some pretty interesting numbers. In 2006 there was an estimated 36.5 million residence in the state of California, in 2004 there were almost 22 million CARS not including trucks registered in California. Let's say the state gets $5.00 for every smog check, If 25% of the total cars that are registered have to do this every year the state would have 8.8 million dollars every year to scrap cars + they probably sell the scraped cars to recyclers.
IMO I think they will pass this law for the money that it would generate for California.
