I am having problems with my left taillight on my 92 240sx fb. Whenever I hit the brakes the bulb doesn't turn bright for the left taillight, but it only lights up regularly when I'm not touching the brakes. I tried switching the bulb with the right taillight to check if it was the bulb, but it wasn't. I also checked the fuse, and it was good. Does anyone know why it would do this? Possibly a short, or a fuse I overlooked?

from what you wrote, your parking lamps function - the problem is your power going through the brake lamp circuit.
check your voltage and make sure power is coming out of the wire for the BRAKE lamp circuit (not the parking lamp circuit).

I have the same problem with the same light, but all the lights function properly when I take that white piece that all the bulbs plug into off. I'm almost sure that a wire is grounding out or loose.

Clean all your grounding points in your taillights. Nissan seals were not made to last 13+ years, so moisture gets inside the lights and causes corrosion. Most of the tail light dilemmas I have seen on S13s are due to corroded grounds. Take the time to take the light apart and clean everything properly. Alcohol and a wire brush. Light pressure. Just enough to clean them up.
If that doesn't help, then bust out the multi-meter like ixfxi said.
