SR20 Question

So today I'm reading my old April issue of Sport Compact Car and I notice that it says build a turbo Silvia for $3000. They put in the SR20, and I just dont get how it only costed them $3000. And people on this board say it will cost them 8k.

Will someone please explain. Sorry for the noob question but I couldnt figure it out myself.

the car cost 800$, and they got everything discounted, 2 years ago
