R32 can never be legalized, (Trust me)... It might be titled and given a state VIN, so its locally legal, but not federally. Nothing u can do about that. R32's never came with airbags. Just don't say its 50 state legal or NHTSA will take the car and make it into a cube. GL with it though.

As long as it has a title. 98% of US states dont give a shit what it is as long as you pay tax and registration on it

air bags have nothing to do with it, 1/2 of all cars on the roads do not have air bags... are they not legal?

There is a difference between being State legal and Federally legal. I owned a 90 R32 GTR in Viginia. I know just a bit about this process, my buddy Clint Lindsay at the NHTSA can fill you in on any information you might need.
