Lately my ebrake did not lock up rear wheels well. Just the amount of force I have to use to pull it to lock up the rear wheels got so much more. So I was examining the whole system and the two bolts in red circle came off.

Could this be the reason that my ebrake is not locking the rear wheels well?

it could be a sticking caliper (pretty common on 240s) or corroded cable too. jack the car up with the brake on lightly and see if both wheels engage with the same force.
i assume you mean, the effort is higher but the travel is the same, right? if the travel is the problem, you can use the adjuster nut in the handle.

My caliper keeps locking up too. what makes it keep doing that. I changed all rotors and pads thinking it was that but then when i went to the shop again to tell them that the break still felt weak he saw that the rear passenger caliper was locked. i think its doing it again cause i cant lock up the car anymore either. what makes the caliper lock up?

Rear calipers seize up from corrosion, abuse, wear, damage, virtually anything, and it's one of the most common issues on an Schassis. Due to it's design it's inherent for problems, replace them with reman units or upgrade to a traditional style caliper like used on the Z32 or J30 where the ebrake is a drum type.
