240what?

Ok so check it. First of all it is a 90 hatch with a dohc swap and it won't start. It has an optima battery putting out 12.5 volts. It is fairly new but I am still going to check the amps it is putting out today. At first the car WAS cranking over but I couldn't get the fuel pump to work. Turns out it was a bad ECU so I got another and the fuel pump works. 1/2 way thru diagnosis of the fuel pump not working, the starter stopped working. This was before I switched ECU's. swapped ECU's and BAM fuel pump works well.
The connections are tight and the chassis is grounded well. I get 12 volts on the signal side of the ignition switch in start position. When I turn the key to start the starter relay clicks and I checked power at the solenoid and it is only getting 6.5 volts. I replaced the starter relay and it still clicks and still 6.5 volts. I have continuity throughout the whole system from keyswitch to solenoid. but I am losing voltage 1/2 way thru. The main wire from the keyswitch has a splice in it going to a clip that clearly looks like it was used to power a monitor or something of the sort (ie: the black wire with the yellow stripe). I tried jumping the wires and still only 6.5 volts.
I don't believe I have a short in the system and I have checked the forums and found similar problems such as this and check for those possible solutions and still nothing. The only thing I can think of is maybe low amps in the battery? Maybe a wire grounding out along the way? Possibly the ignition switch? Any help would be great. I am going to try and bypass the clutch safety switch today as well and see if that don't clear things up.
Thanks guys. I have been pulling my hair out for over a week about this starter problem :ugh:.... Like all of a sudden it stopped working and started screwing with me... sjvnasjkbvkbvb
But seriously I don't post much because I can find almost all the answers I am looking for by searching but this one has got me stumped =(
