s13 headlights not going down

The headlights in my 1990 240 won't go down.The guy who had the car before me bought it from a friend who put in a switch to make it seem like sleeper lights. It's on e of those where you have to stop it at a certain point to make it look right. If this is any help it has been swapped over to the dual cam. Can anyone help me?

sound like the infamous brown wire was cut....dun dun dun

for real though; pop out your h/l switch and take out whatever botchery was done and reconnect the brown wire to itself
