Buzzing Relay Under Dash

Someone help please! i have this relay under my dash above the brake pedal that is crazy buzzing and i cant figure out why. check out the pictures below

i have tried replacing the relay and it is still buzzing! it seems to go off when i turn on my parking lights but when i turn it off it starts buzzing right away. it also stops buzzing when i press the break.

i am very lost as i am new to the 240 scene. please help!

what is this relay for? does anyone know how to fix this?

oh yeah i forgot to say that the car wont start. i even put a trickle charger on it and it holds the 12.6 on the batter but slowly drains....

That's the flasher relay for the hazards. Replace it, if that doesn't help check for a shorted wire in one of the turn signals.
