Engine: KA24DE 92 or 93 (doesn't have butterfly valve in the intake manifold)
Chassis: 89 s13 hatch (originally an auto and converted to manual)
EGR removed.
SCV removed.
FPR control solenoid and SCV control solenoid removed.
AC removed.
Charcoal canister removed.
PAIRC removed.

Ever since I got my engine started this past weekend for the first time, the engine have been keeping idling at 600 rpm and is not responding to gas pedal input. Vacuum tester showed 0 psi when I plugged it onto valve cover hose and FPR signal hose. So I searched for vacuum leak and found that EGR temp sensor was not plugged onto the intake manifold so I put the EGR temp sensor back on to the intake manifold. After this, I started the engine four times.

1st time: engine rpm initially stayed at 1200rpm and when I pressed gas pedal, it responded within 1 second. RPM dropped to 600 over 10 seconds.
2nd time: engine rpm initially stayed at 800 rpm and died over 10 seconds.
3rd and 4th time: engine rpm stayed at 600 rpm and died after 10 seconds or less.

Engine idle doesn't jump around any more.

I am searching for any other vacuum leaks but haven't found. If there is a huge vacuum leak in or around intake manifold but not visible, where could it possibly be?

During engine preparation before engine install, I dropped lower intake manifold and IACV-FICD part of the manifold hit ground. Sub harness connector portion of the FICD got seperated from the FICD body and I put these back together. Also, last week during battery intall, my friend changed polarity of the battery terminals and blew alternator 75A fuse so I changed the fuse after. At this time ECU was installed in the car. Now when I turn on the igition key, ECU's light is on all the time and the check engine light is on all the time. Could any of these be causing this persistent idle problem? Your help is much appreciated.

No one knows?

Don't quote me on this but after 10 seconds your ECU can be trying to reset from when you popped the fuse... Then something is getting screwed up, check your codes

If ECU is fried, the engine should not even start at all. No?
