Bad Emissions

Does anyone know how much of a difference intake and exhaust will effect emissions?  I have the injen CAI and the 5zigen catback fireball and I'm failing by more tahn double the average.  Is anyone else having this problem?

i have intake and same exhaust plus a high flow cat, i have no problems with emissions. you must have something else going wrong.
