Dont know about hte sand paper, but just sand down just enough so that paint can stick. Also, make sure to degrease, and clean them up really well.
Also, use good quality Vinyl paint, like SEMS. ($7 a bottle)
Use about 3-4 light coats of paint, and another 3-4 lights coats of clear. And let them dry really well (2-3 days).

i'm going to use some of my leftover duplicolor from painting my trunk to paint the parts you're talking about. i'm thinking about doing the vents, too- i was gonna get a trim kit, but i think that body color-matching interior would be pretty bitchin'. might do the door handles/ window button surround thingies too.

i'm following the same steps i did for the trunk. no heavy sanding is needed... so i'm going to go over the plastic with 180 grit, prime it (3 layers), go over the primer with 400 grit, put on three layers of duplicolor, and sand that with 1500 grit... followed by rubbing compound. i think that's what i did...

i did my Zs electric blue, and they came out allright, i sanded them with very thind sand paper and cleaned them good.  remember to let htem dry, dont touch them to see if theyr still wet, just let them dry for a while. i left mine to dry, and some dried faster than others, and when i grabbed them... just dry them good, and choose a good color

forgive my ignorance but how do you "prime" it?

There was a post that had some painted interiors, looked good too, and i think they talked about what they did too, so if ur up for some diggin, maybe u could scrounge it up.  It wasnt too long ago.

Degreasing it IS VERY IMPORTANT.  Over the years, the Armor All will build up, and paint doesnt stick to that.

What I'm doing is degreasing, then using very fine grit sand paper to make the paint stick.  Then I'll give it 2 coats of Krylon gloss black...let that dry......then wet sand......let dry ....and put one more coat on.

s14: you prime it with a can of PRIMER! &nbsp;<img src="http://www.zilvia.net/f/iB_html/non-cgi/emoticons/tounge.gif" border="0" valign="absmiddle" alt=':p'> buy the same brand as the paint you're gonna use...
also... i've been hearing the phrase "wet-sanding" a lot... what IS wet sanding? is it just sanding something while it's wet? what's the advantage?

This sounds like something that could go in the FAQ's.

sanding that is wet, as in putting water on it, and soaking the paper in water. the paper has to be wet or dry.

again: what's the advantage of wet-sanding?

imho, wet sanding actually makes the paint look a lot glossier..and smoother...
