Buy some Freeze Off by CRC. Might be able to find it in Napa Auto Store near you.

You could always cut one side off of the bolt. Either nut side or the head of the bolt and use a punch to push it out? And then go to Home depot, or some similar place (you should have gotten some with your new exhaust), and use new bolts with anti seize so that wont happen again

Edit: Oh and if you need something to cut it off...Sawzall works well with a METAL blade, or a hacksaw...although a hacksaw could take a while

Just cut it off.
I've seen this tool called the nut buster. I think that is what it's called. Not sure how well it works but it's worth a shot. But I'd go with the sawzall first.

Use the stripped bolt sockets. Most autoparts stores carry them. You hammer the socket onto the bolt, and as you turn it, the socket threads even deeper into the head of the bolt. So far it has worked every time for me.

first thing try to use vice grips and un screw them. this might be hard b/c it might not turn. mine was the same way but i actually got it off. it was much easier off teh car. and soak that shit in pb blaster or some better stuff. wd40 sucks for loosening stuff.

if thsi doesn't work. cut off the ends and drill out the old stud inside. then use new bolts to put on

Purchase a cheap socket one size smaller than what you're using.

The size of the stock exhaust/cat bolts is a 14mm iirc.

Use something like a 13mm, hammer it on and, shot some pb blaster on it. That will get the bolt off at least.
