yes the 95 is a obd1....and if you find a 97 with the harness i dont think you should need much to make it run.

easiest way is to pick up an intake manifold from a 95. use 95 harness, 95 intake manifold with 95 sensors in it, 97 head/block/exhaust manifold. i do not know if the o2 sensors are the same. if they are not, just swap to the 95 o2. i am 99.999999% sure the 95 o2 will fit in the 97 manifold.

alternatively, you could use 97 head/block/manifolds, delete the extra emissions stuff on the 97 intake manifold and swap to 95 sensors where the 95 harness doesn't plug in.

it seems hard before you get to it, but it's really not. i was lucky and had both sets lying around. it's not rocket science. i put a 97 ka24 into a 95 as well. wherever shit didn't match up, i just swapped to 95 stuff. parts are easy to come by, just budget your time. do it!

like he said..as long as it has the wiring harness and ecu. you will also need to run to auto zone,kragans,napa,ext..for heater, radiator hoses.

A 95 zenki without an engine would give me a reason to get a SR or RB...

All S14s have the OBD port, but they were not fully OBDII compliant until 1996. We've discussed this for ten years now.
