I bought an eBay one. Haven't tested it for leaks or temp drop but I read that sometimes these generic ones leak and some don't make a difference in cooling the charged air

It's almost impossible for an Intercooler to have no effect based purely upon the mechanics of it...Some can be worse than others, but if it's a properly functoining intercooler, it's going to do something

im runing a ebay intercooler right now...it seems OK...but im redoing my setup so i need to find a core w/o the endtanks on already... or is it possible to modify end tanks to have the tubes point a different way?

yes it is possible to modify the end tanks. If the core you've got is the right size, you can just cut the taps off, weld a plate over the hole, cut a new hole, and weld the tap back on. Any decent welder can do it.
