View Full Version : California Considers More Stringent Smog Check Program
The California Air Resources Board has drafted a state implementation plan that would seek to expand the state’s Smog Check Program. The draft plan calls for such measures as yearly testing of older and/or high mileage vehicles, more stringent cutpoints for retests, inspection of smoking vehicles and increased enforcement for both in-use vehicles and smog check stations. Other options such as remote sensing, continuous OBD II monitoring (i.e., "OBD III") and even testing of 1966-1975 model year vehicles are contemplated in the draft plan. If this passes, I'm moving out of Cali. The smog shit here is bad enough, but I'm able to cope with it. If this shit passes, I won't even be able to drop a CA18DET into a 510, or roam the streets in an 800hp turbo-big block Nova.

I dont know about the small pick up diesels, but starting in 2010 the exhuast coming out of big rigs/vocational trucks (mack, freightliner, peterbuilt, osh kosh/trash trucks, mixers etc) will be cleaner than the air we breathe.

California is spending wayyyyyy too much time in the wrong places. There are problems about a hundred times worse than smog. I guess it is the easiest and takes the least effort to write into legislation.

This is an easy way for the state to make more $$$$$$$.I would agree there ar much much more important problems in the state than riping us car guys off,I hate it,it stinks. PS the 22 is a pile of $$$Hi!!TTT. that thing will not be good for maybe a couple (more) years.

When there's no traffic (rare as hell lol), the 22 is freaking fun. Doing 90+ through the parts that go right and left... Its great. Hell, if you get bored in traffic on the 22, you could always get in the slow lane and do some cone dodging. lol

I care about this about as much as I care about all the talk about california being split up into a north and south.
It isn't going to happen.
Just look a how may older people drive muscle cars. You think that they are going to sit quietly and let that happen? Hell no.
So right now, I believe this as much as catching aids at the gas pump.

Fuck the whole track only car business. Some of us dont have enough moeny to maintain two cars. Some of us would like a fun car to daily drive. Some of us don't want to have a dedicated track car or are that serious about tracking. Is having a daily conventient? Yes. But me personally, I enjoy having a trackable car everyday. Makes driving that much more enoyable.

Like Mel said and a few other people said , you guys are getting all hyped up over proposals that will not fly. Its proposals that some CARB guy got a hair up his ass about without knowing what the constituency will stand for. Trust me if you saw most of the proposals, that are thrown into bills and stuff. Then sent to our legislature and gets voted down before you even hear about it, you guys would be dead from heart attacks.
That fact that the Sema guys are already on top of it pretty much means it will not go out in any way shape or form of what is currently written.
Sign petitions, write letters to your congressman but please stop pissing and moaning here about the same shit day after day week after week. This is like the fourth or fith thread about this shit in the last week. If your going to piss and moan about it do it it where it counts to your congressman to the news to magazines. Not here where its not going to change the picture one iota!!

There is something that isn't being said here -- you all know the air quality in California (socal specifically) is fucking horrible. What do you guys expect to happen there, CARB laws softening? Historically California/Socal/LA has had horrible air quality, due to the all the pollution from the massive amount of vehicles on the road (trucks, jets included). It's been improving over the past short while (due largely to tougher CARB laws and the fed mandated switch to OBD-2, which force manufacturers to produce cleaner cars), but it's still nothing to brag about.
It's inevitable that some group tries to pass stricter laws regarding emissions there -- all you have to do is spend a week in Socal and you'll see why. It's nothing personal against you dudes with swaps and running test pipes... But then again you're not really doing anything improve the air quality situation there, what do you expect to happen??? You're all caught in the crossfire as "not-so-innocent" bystanders... Your only real option is to buy a new DD and dedicate your smog-failing car to a track-only vehicle (what fun is that :P). The laws are not designed with your vehicles in mind, but if it's brought up to a legislator that there are kids running foreign motors, 1000cc injectors and no cats on the streets, it cements their belief that stricter laws are in order.
Granted the SR with Test pipe probably does burn quite a bit cleaner than the 1976 Ford van with 351 carbbed motor & clogged cat w/ piss poor tuning and blown rings... Those types of dirty vehicles are really what this type of legislation is trying to target -- swapped dudes just happen to get caught in the crossfire.
You can always move to Nevada, all counties except Washoe and Clark have no smog laws. Our housing is still cheap (compared to LA) and there is no state income tax here. AZ, UT and many other states are similar.
Whether or not this specific proposal gets passed (you better hope SEMA can fend it off), it's inevitable that this type of legislature WILL BE PASSED in the future. Why do ya think that the entire rest of the USA looks up to California as a model of clean air legislature? California is known to have tough, strict air laws which are shown to be making a measurable difference in the air quality. Sucks but it is what it is, and running your race car on the street doesn't help :P. There are too many out of tune 70s and 80s POS vehicles on the road in California, and your carefully elected leaders see this as an oportunity to capitalize on.

:stupid: yeah thats about the only "legit" way to do it. You technically need to prove you live there > 183 days of the year.
I wrote a reply in another dudes thread about the same topic today; with the registration trickery, it'll only really work once if you get busted. Sooner or later you'll end up in Court explaining to the judge why you're apparently living in CA but driving an out of state vehicle with out of state insurance on it. Probably get the original charges dismissed but quite possibly endure new charges about not having proper registration and insurance; IDK what success you'll have with the "I have property there" claim, as you'll have to prove that it's your "primary residence". Similar issue with income tax, if you're working as a 10-99 contractor onsite but living out of state.
I only know this from my limited personal experience with the law in CA and out of state vehicles. Could go down much differently in your neck of the woods, especially if you don't have the funds for a decent lawyer.

This is due mostly to the nasty inversions we get here, when the cold air goes on top of the hot air and it gets hazy. . . like every day.

Except, Nevada is all desert, nobody lives there, is too freakin hot, and has no touge roads even to imagine. CA does have horrible taxes, though.
