car wont turn all the way off

75% of the time i turn off the car and take the key out, the little leds on the dash stay on, and the power to the ecu stays on. this is an intermitent problem, and i wasnt sure where to start looking. it almost like a relay is getting stuck. when this happens, if i take off one of the battery terminals and put it back on the power will have turned off.
any ideas?

^Wow, what an a-hole post. Anyways, sounds like something is holding a charge, you have any aftermarket wiring? Maybe has something to do with the contact behind igniton key. Just throwing my guess out there.
