ok ... let me just say there are 3 types of fixes... well mechanically 2 ways..
let me tell you why the switch doesn't stop the window from keep scrolling down. there is a square hole in the middle of the underside the button itself which has a spring loaded piston that pushes the button back up after you depressing it with your finger, but the weakest side of the square usually cracks (what happened to mine) or breaks off completely after (10 + ) years of pushing down on.
i have heard that the 97-98 switch panel was actually revised and fixed so if you want... stop reading and go buy the switch.
the first way ** very easy ** yes you have guessed it ... pull on the button after the window has scrolled down so it doesn't keep clicking and eating away the power, dimming your lights, and sometimes the windows doesn't come back up until holding it for 5 secs. * seems like the actuator or the amp has a timer so when the window is down it stops the motor but because the BUTTON itself is broken (and doens't push up to the neutral position as explained above) it will keep pressing on the switch on the board which will tell the amp to keep scrolling the window down *every 3 secs or so* thus eating the power when the window has no space to go down. ( and yea yea maybe this isn't a fix, shoot me haha j/k :rl: )
** half point ** sorry for boring you with this very simple fix. but i like being detailed
SECOND way is the easier than the third so read along.
first take out the panel from your door. there should be 1 screw holding the door handle and button switch panel thingy together*remember to take off harness :squintd: ). see pic below

then take the 4 screws(yes i lost one::hsdance:) holding the switch panel together, see pic.

than take off the panel and you will have this, see pic

now take off that window lock button, all you have to do is yank it.
then take off the 3 screws with the red arrows pointing at it. see pic

take the white cover and the black cover off, and the board out.
then you will see an underpanel with the little arms that pushes the switches up and down.see pic

as you can see there is the auto switch on the top and there are 2 prongs or w.e you wanna call them. the one the rubber band is hooked up to is not used so it will be ok. so just hook a small rubber band to that and the little dimple or nipple in the middle cut off section.
ur done!!! just put everything back together carefully, and remember put the board on first before flipping it right side up so the band doens't fall out of place. * trust me i used this for months and it was FINE * now if you are not satisified keep reading.
THIRD way
now becareful because you might break the switch. you take a small flat head and wedge it between the *auto* switch and pop it out. take your time. trust me don't break it. or you will have to buy the whole thing i believe

there should be a piece floating around if it is broken ... if it is cracked don't do anything to it. get some pliers and take the white piston out. clean the area with alcohol, or nail polish remover w.e you have around the cracked area or broken area because there will be grease. now get your jb weld or super super super glue and liberally apply and clamp with something that can do it.. i used my needle nose and rubber banded the handles. ** do not get any glue into the square hole** let it dry. ** do not put the piston back in before letting the glue dry because then your piston will be glued together with the hole and it won't work at all. ** happened to me, was a real bitch to take out **
now after letting it dry grease the piston a little and shove it back in. put the switch back on. put it all back together. bring it to your car and plug all wires and screw down. feel how it should've been new ** well not really but hey... it works perfectly** it depresses a little to just scroll the window down to the height you want or if you press it a little more it clicks and the whole window goes down * auto * haha
see pics it comes right back up to the neutral upright position it should be.

** just as a side note i did the rubber band with the gluing of the case in case as a fall back if the glue doens't hold ** but it works fine for me. and will to you hopefully.
i hope this wasn't too much to read to all of you who have read everyword of it. sorry if it was boring but i hope it has brought a little piece to your mind knowing that you don't have to worry about the window switch as it did to me for the last 2 years owning this car.
to all those of you who have the s13 it should be VERY similar so go ahead try it, should not be too hard. all in all should take about 15 - 30 min of your time.
