I've got a Merkur XR4Ti turbo, the garrett version, it's got a .63 AR and and exhaust size of .48, the only problem with it is the compressor wheel has 2 chips in it, i've disassembled the compressor side, and have got the wheel off, are there sites that just sell the wheels, and would i be able to rebuild this turbo and balance it myself?

If you can mark the compressor blade, shaft, and shaft nut all in relation to one another before you take it apart....you could try and re-balance it yourself (by lining up those carefully placed marks after the rebuild).... Otherwise (and it sounds like you've already taken the nut off...) have a shop do it.
You can however buy a turbo rebuild kit and rebuild it yourself....I bought one on ebay. A non BB turbo isnt that complicated to rebuild if you have an exploded picture diagram of how they go together (which can be found on google).
