A little "assistance" please???

I have an S13 that isn't exactly on a first name basis with the California Air Resource Board. That's where the assistance kicks in.

So, who can help me get my player's card so the DMV will hand me over some license plates? I'm located in SoCal. Any help would be appreicated. You can private message me if you have resources.
