i bought a car from someone that was registered non operable. i am gonna keep it non operable as well while i work on it, but do i need to smog it for the title transfer or only when i register it to drive on the street? also i noticed that for this year he required a test only center, when i smog it to drive on the street later do i have to get it done at a smog only station?

fishy, you cannot register it till its smog, the DMV will not issue a pink in your name till then. Test only means test only i.e. smog test only station.

so i can't register it as a non operable vehicle? so i have 10 days to smog it and get it registered? what if someone bought a project car that didn't run? they can't get the title issued to their name without getting it up and running and smogged? i'm getting alittle nervous now.
