When the car get's hot does the heater blow hot? If not your water pumps gone. Take it all step by step, and check everypart of the coolant system. There isnt much there to go wrong. But if you say that when it's hot that the lower hose is still cold I'll bet h20 pumps shot.
Also for future reference this is covered somewhere on hear. I know cause I went through it once. It takes longer to get the info you need to post a thread than it does to search through everyones elses threads and compare problems. So just try a search for future problems.
Good luck.

Check your water pump and also check the radiator. The radiator could possibly be clogged.

try this....take off the rad. cap and start the car. have someone press the gas and look into the radiator, if the water is not circulating and just bubbles out then you either have one of three problems 1. the water pump is gone 2. the head gasket is gone 3. both the hg and waterpump are gone (it happened to me on my sr) but from what it sounds like the water pump might be gone..btw I hope its obvious to be careful w/the radiator when the cap is off b/c the water can be very dangerous if it gets too hot...gl
