I have a s13 and it will be lowered at the same time that i put rims on, i purchased falken hanabi wheels front 17x7.5 in a 32mm offset and for the rear i bought 17x9 in a 20mm offset, my question is what size tires should I use, biggest being the goal without having to roll the fenders, or not much. It will be lowered on full coilovers.

try to keep the diameter smaller than: 225/40 R18
you can probably go a little bigger, but stick to the above to be safe

Do you think I could fit a 245 size tire in the back with a 45 series?

Yeah i was using that and if i do 215 40 17 in the fron and 245 40 17 in the back then its like 1mph slower than stock, which i would rather have it say 70 mph and me doing 69mph. Rather than me doing 70mph and me really going 73mph, which is what a 245 45 17 would do.

i know what you mean. I like to be safe too.
3mph is not that much. I think you'll be fine. if you are passing everyone, then maybe slow it down a bit.

Get the tyre size that works for your application. Don't compromise to keep the rolling radius the same. You can adjust for speedometer error with this: http://www.speedohealer.com

I think i plan on doing 245 45 17 and 225 45 17.
Should order this weekend to mount on the new falken hanabi's in bronze, as well as some apexi full coils coming this next week.

Just so you know....a 245 will definately require a roll and probably a pull if your car is low enough. Most people who tuck tread with a 17x9+20 run 215/45's and have a couple degrees negative camber with rolled fenders.
